HLS2 Rerating Process

INTRODUCTION


Welcome to The Trans-World Hockey League (The TWHL). Before creating The
TWHL, I had spent the previous few years involved in simulated fantasy hockey
leagues around the internet, in many different capacities, but this is the
1st league I personally created to own and opperate as Commissioner. I have found that the internet is full of “fly-by-night” leagues and GM’s, that leave a lot to be desired. However, I was very fortunate to have as my “introductory” league the NSHL www.nshl.com which still stands as the BEST league I was involved in (despite the inevitable personality conflicts)
Their secrets?: participation, longevity & care! These things, combined
with a refusal to remain stagnant with an “it’s good enough” attitude,
make it a great league. And it’s these points that I continue to stress
in making The TWHL one of the BEST fantasy hockey leagues going! Participation is ESSENTIAL to being a great General Manager, and in turn, making the league great. This doesn’t mean you have to be at your computer screen everyday (haha, though it helps!), but it does mean that you ACTIVELY control your team, involve yourself with off-season debates/drafts/etc., and even help the league out when it’s needed if you can. The BEST GM’s are the most active ones, and that almost inevitably translates into the BEST TEAMS! Longevity is the goal of The TWHL. I’m in this for the long run! And I hope you will be too. I’m tired of taking a team and spending so much energy building it into something I love, only to have it disappear. If you are prepared to watch your team go through the ups & downs that many seasons will bring, looking to the future as well as the present, and even remembering and admiring the past, then The TWHL is for you. Caring for you team makes this entire experience so much better! Cry when your team Captain retires! Take the day off work when your team wins The Trans-World Cup!!! Seek revenge for someone signing your *STAR* Free Agent! Take control of a franchise, build it, mold it, and make it your own! The TWHL is dedicated to being a mature, dependable, long running league. I hope to see the same attributes in the GM’s of The TWHL, and in turn, watch it continue to grow! Some of the following rules I have taken directly from previous leagues I’ve been involved with. Some I have taken ideas from leagues and altered them. And some are new rules that I’ve created myself, in hopes to make The TWHL a great experience. In any case, understanding these Rules & Regulations are not only essential in best running your franchise, but will make the experience of being a GM in The TWHL as good as it can be. Finally, the The TRANS-WORLD HOCKEY LEAGUE Official Rules & Regulations, are VERY comprehensive! But, PLEASE, take the time to read them. I have seen so many troubles in other fantasy leagues because the rules simply weren’t defined well. I have tried to cover every contingency here; still I’m sure I’ve missed something along the way! But I think that having the rules here in such depth will mean less confusion, debates, and arguments in the long run. A) LEAGUE FORMAT "Realignment is now on the table"

The TWHL uses Bethesda Softworks’ “Hockey League Simulator 2” (HLS2), a
League Manager written by Timothy Chan, and add-ons like "Streak Watch" from
Platinum Computing Systems: http://platinumcomputing.com/

The TWHL consists of 24 teams. These teams are COMPLETELY Fantasy oriented
and are not based on or associated with The NHL, or any other professional
hockey leagues (but if you want to name your team The Quebec Nordiques, go
right ahead!)

There are no current plans for “expansion” in The TWHL, but if the League
settles into 24 strong an committed Franchises, we will look at the
possibility in the future.

The players in the league, however, ARE based initially on NHL players &
prospects, but seasonal rerates/etc. are based on their performance IN THE
TWHL, not in The NHL.

*** This is important to understand, and explains how a “Joe Sakic” may be
rated horribly in The TWHL, due to poor TWHL GM management, team quality,
bad TWHL Seasonal play, etc. over several TWHL seasons ***

In addition, each team is provided with an HISTORICAL SUPERSTAR. There
will be 24 such players, one for each team. Because of the nature of their
status, their Ratings may be somewhat higher than the “average” player.

NOTE 1: THE FORMAT BELOW WAS FOLLOWED BETWEEN TWHL1 AND TWHL11. STARTING TWHL12,
PLEASE REFER TO "NOTE 2:" BELOW...

There are 2 conferences, with 2 divisions in each, containing 6 teams each. The Current teams are: The Amer-icas Conference The Ali Division MONTREAL – NEW YORK – TORONTO – CHICAGO – VANCOUVER – LOS ANGELES The Pele Division SANTIAGO – CAIRO – MEXICO CITY – HAVANA – CAPE TOWN – RIO DE JANEIRO The Eur-asian Conference The Borg Division STOCKHOLM – BERLIN – ROME – LONDON – PRAUGE – MOSCOW The Lee Division TOKYO – HONG KONG – CALCUTTA – TAIPEI – MELBOURNE – SINGAPORE Each team plays 80 games, 4 against teams in its own conference, and 3 against teams from the opposing conference. 14 Games are played 5, 6 or 7 days a week (depending on The Commissioner’s schedule). The Playoffs format is: the top 4 teams from each division make the Playoffs. Home Ice advantage throughout the Playoffs is based on Regular Season standings. Teams have to win their way out of their division, and then their conference, before battling for the TWHL crown, and the GLORY of parading The Trans-World Cup around the rink!!!

NOTE 2:

Starting in TWHL12, The Trans-World Hockey League undergoes a considerable overhaul to its structure. We moved from a 2-Conference 4-Division league, to a two-tier league, in the style of European football leagues.

Teams were initially seeded in TWHL12 based on their overall records over the previous 3 seasons (TWHL9~11). As such, the two tiers were divided as such:

Tier 1 (The Premier Conference)
Taipei, Melbourne, Toronto, Berlin, Vancouver, Los Angeles, Stockholm, Tokyo, Hong Kong, Cape Town, Mexico, Havana

Tier 2 (The Comeback Conference)
Rio de Janeiro, London, Moscow, Rome, Prague, Chicago, Montreal, Singapore, New York, Santiago, Calcutta, Cairo

Following the end of the season, 4 teams will be promoted from The Comeback Conference to The Premier Conference, and 4 teams will be demoted from The Premier Conference to The Comeback Conference. Promotions and demotions are based on league Regular Season standings only, and not the season's playoffs results.

Playoffs for The Comeback Conference occur, but the results don't affect promotions.

The league schedule was cut back by 3 games, from 80 to 77, in order to accomodate the new intra-conference play. There are no games scheduled between the conferences. Each team will face their conference rivals 7 times, making up the 77 game schedule. The top 8 teams from each conference enter a playoffs.

TC's are awarded for non-playoffs teams: The Premier Conference non-playoffs teams get 1 bonus TC, and are demoted. The Comeback Conference non-playoffs teams get 2 bonus TC's.

The drafts (Free Agency Draft & Entry Draft) occur BEFORE promotions / demotions, and are seeded based on: The Comeback Conference, all teams, reverse league regular season standings; then The Premier Conference, all teams, reverse league regular season standings, for both the FAD and ED.

Regarding league end of season hardware, stats-based awards, like the Art Ross Trophy or Tony Tanti Ashtray, will be awarded based on the overall Standings page, whether the league leader is a player from either Conference; if they have the most GWG's they win the Aurel Joliat Citation, etc., and are awarded one Bonus Ratings Point accordingly, which does not change. The awards based on end of season voting will be open to all players from both Conferences.

An ALL-STAR TOURNAMENT (The AST) is played following Games Day 55.

A Trading Deadline follows the Publication of Games Day 60 Results. All 24 teams are "owned" by 24 different people. *** One exception to this Rule:
Franchises without a current active GM are run by The Commissioner, or
an assigned GM, through The League Offices, under other pseudonyms,
while permanent replacement GM’s are searched for. These GM's may have
trading privelages, but during their management, all Trade must be
forwarded to the Trades Review Board for final acceptance. Because there will be more than one TWHL Season played per calendar year, each TWHL Season will be indicated by adding that season’s number onto the end of TWHL, NOT by a year/date. For example: TWHL1, TWHL2, TWHL3, etc. This format will be used when talking about the past (The winners of The Trans-World Cup in TWHL4 were The Warsaw Pole-vaulters!) and any future references (I’ll trade you my TWHL7 1st Rnd Entry Draft Pick for your water-boy!). League business is conducted by e-mail (All official postings, notices, confirmations, votes, etc), ICQ (trade negotiations, etc.), The Official TWHL Web Site (Postings of League standings, Team’s Rosters, Rules page, etc.) & mIrc (Entry Draft, FA Draft, etc.). B) GM RESPONSIBILITIES "Strike 3!...yerrr OUT!"

          
Every franchise Owner/GM is expected to manage their team professionally
and in particular to promote the long-term well being of their franchise.

As an Owner/GM, you receive a franchise in one of the cities listed above.
You must decide on your team’s “Nickname” (The Singapore “Slings” – The
Cairo “Crusaders”, etc !?!?), farm team name & location, names of the
buildings they play in and all the rest of the organizational stuff that
is relevant to owning a franchise. Also, it is your responsibility to
participate in the discussion of TWHL issues. You are free to do and post
whatever you want within the guidelines of these Rules, and as long as you
remain “civil”.

                           RESPECT CLAUSE

It is expected that each individual GM treats all members of the league
with respect. In the event that an “inappropriate” e-mail is sent to
another member of the TWHL regarding the TWHL, the receiver of the message
should forward it to The Commissioner. The Commissioner will review the
letter, and be sole judge of how “inappropriate” the message was & what
penalty is called for. Their decision will be final. Simple common sense
should tell you what “inappropriate”  & “civil” means.

Penalties for such actions can range from a “warning” to loss of Training
Camp points or Draft Picks, player suspensions, forfeiture of games, to GM
probation and eventual removal as an Owner/GM. Excessive “inappropriate”
behaviour will simply NOT BE TOLERATED by The Commissioner.


Some Franchises will be awarded as a "Probationary Franchise". What does
that mean?

The TWHL is designed to embrace a mature, dependable, responsible
membership of GM’s. On the other hand, The Commissioner is not going to
prejudge a potential GM just because he's "15 years old", for example.
Who's to say that a 15 year old is NOT mature enough to participate
responsibly, wisely, and work toward the long term well being of The
TWHL, and their Franchise. At the same time, it is experience and
common sense that says it often proves a lot harder than it sounds!

With that in mind, The TWHL is prepared to give anyone a “chance”.

Rights to a Probationary Franchise can be revoked at any time by The
Commissioner. The Probationary GM must provide adequate proof to The
Commissioner through the way he Manages his Probationary Franchise that
they deserve the right to be in The TWHL. It'll be that simple. This
will be TOTALLY up to The Commissioner to decide what Mature Management
of a team means - and if you are mature enough, you should know what
that means too! 

Basically, if you start acting like a crying baby or send childish
PR's, or stupid trade proposals, etc, The Commissioner is going to have
to ask the GM to leave the league. If they can handle the job, and it’s
hoped they can, then before the next season starts, they'll have your
team given to them on a permanent basis !!! they'll then only be able
to be asked to leave after the "3-Strikes, yer OUT!" Rules.

When a team loses an asset (TC, Draft Pick or Player) as punishment for
lack of activity in the TWHL, the stripped asset will be held in an Account.
If the ownership of the team changes due to the "strikes" rules, stripped
assets may be returned to the franchise, to compensate the new owner for
previous management's lack of participation.

Further to the above, Trading for new GM’s is limited in the following
manner:

A 1 Season, including a FULL OFF-SEASON period of Trades Reviews (See
Section Q: TRADES) for any Trade involving a TWHL Rookie GM, previous
HLS2 experience or not. Also, a 3 weeks of games Restriction to ANY
TRADING, as they become familiar with The TWHL (this restriction may be
EXTENDED should the new GM not show or prove an understanding of the game
to The Commissioner).


Each GM is EXPECTED to respond to ALL trade inquiries ASAP (if this means
even a simple “No thank you” sent in reply, that’s fine – but you SHOULD
reply promptly, even to the wildest trade offers).

Roster changes MUST be received by the appropriate time in order for them
to be used in the next day’s games. The deadline for that day’s games is
6:00 AM Pacific Standard Time (PST). Changes received after that time may
not be made until the following day.

If a GM is not heard from (either with roster changes, trade
confirmations, league-wide participations, etc.) for more than 1 month,
their GM rights may be suspended. The Commissioner will then run the team
for two more weeks, while he attempts to find the GM, and assess the
problem. If after 6 weeks the GM is still not heard from, the franchise
will be “sold” to a new Owner/GM. If a GM wishes to give up their Team,
please inform The Commissioner; don’t just walk away without telling
anyone. Even a note saying "Still here...no changes" is sufficient to keep
your team, so PLEASE stay in touch.

If a GM is leaving town or will be away from email for more than 7 days
please let The Commissioner know.

When sending TWHL e-mail to another GM, putting “TWHL:” in the subject
line of your e-mail message makes it easier for other GM’s to sort through
their e-mail.

In the event that a Team’s Roster has problems (due to a trade, injury,
suspension, etc.) and the GM hasn't sent The Commissioner new Lines by the
deadline for Roster changes, The Commissioner will let HLS2 create the
lines, allowing that Team to perform in that day’s games. Keep in mind
HLS2 line creations MAY NOT NECESSARILY be in the best interest of your
team. Try to keep up to date!

Every GM is required to vote in League Polls, All-star Game selections,
Trophy nominations, etc. GM’s who do not participate regularly, may
face severe consequences! Your team can lose Training Camp points, Draft
Picks, etc., while receiving a “strike” against you – 3 “strikes”, and
YOU’RE OUT! *smile* Participation is EVERYTHING!

C) PRESS RELEASES "Yzerman's GONE", Management Vow

        
Press releases (PR’s) are also an important aspect of the league. There is
no rule detailing how many or how often one should be sent, but they are
deeply encouraged by members when finishing a trade or (pre-mid-end of)
season reports, playoffs runs, etc. Even before/after a game is played, if
you want to write something every day! Or when you have players available
for trade on your team. The PR’s may be of realistic nature or parody or
sarcastic ... or whatever. You may want to detail the nature of an Injury
(type, how it occurred, rehabilitation progress), how the FARM Team
players are developing, which player is in Drug Rehab, etc. It is hoped
that ALL teams will have some form of Press Secretary to inform the TWHL
fans what’s happening in the league!

*** Press Releases can make the league much more fun & enjoyable for
everyone ***  The key rule to PR's is to HAVE FUN. Letters "flaming" other
teams or players are acceptable as long as they are not directed
personally to an Owner/GM.

Participation in the form of Press Releases will result in a “BONUS”
for your team. That does not mean that PR’s are MANDATORY, only that they
will be strongly encouraged and greatly appreciated!


*** BONUS PLAN for PR Writers ***

A GM will receive Ratings points bonuses (Press Release Bonus points,
OR "PRB's") applicable to Farm Team players Rated 65 or less Overall (or Rated
53 or less in the case of Goaltenders, using the 1.222 Goalie Rating multiplier)
of the GM's choice, for writing PR's. A maximum of 4 PRB's may be applied to any one Farm player (unless the Farm Team has few players than Bonus points available. In this case, additional Bonus points will be distributed evenly amoung the eligible players, on a LEAST OVERALL Ratings point basis). GM's will be eligible to receive 1 PRB per week per Pro-Team PR sent to the League Mailing List. An additional 1 PRB per week may be collected for an
independant Farm-Team PR. A GM may combine Pro-Farm reports in one PR, in
which case they will receive 1.5 PRB's for the week. If a GM sends more than 1 PR in a week, that's great! But they still only collect a maximum of 1 PRB per week for their Pro or Farm PR's sent. If a GM sends out 2 PR's in week 1, and no PR in week 2, they still only receive 1 PRB. Consistency in PR's is considered here. So that, for example, should a TWHL Season last 4 Months, and a GM sends a minimum 1 PR out per week, they will see their Farm Team increase by about 16 Overall Ratings Points (1 PRB x 16 Weeks). Depending on how these are applied, you can conceivably see some great improvement in the Prospects of your team.

D) ROSTERS "# Fourrrrrrrr, Bobby ORRRRRRRRRRRRR!"

        
Each team consists of two parts. The PRO team and the FARM team.

In the TWHL, the Pro Team is directed solely by you! You are the GM and
Coach (or your representatives are!).

*** The Farm Team plays in The TWMHL (Trans-World Minor Hockey League),
and other than which players you send to The Farm or recall to The Pro
Teams, is otherwise run by HLS2, which creates all Rosters & Lines for The
Farm team. If your Farm Team lacks sufficient players (less than 20) to
ice a legal Roster, then it will sign “free agents” to fill in the
positions as needed. The results of The TWMHL have no direct bearing on
The Pro TWHL Teams, but do result in Awards benefits, including Playoffs.
The main purpose of The TWMHL at this time is to provide a proven
statistical base for you Farm Players to be used in Press Releases, etc.

For a game, exactly 20 players must be chosen to suit up, and these
players must be on the PRO team. The PRO team can hold a maximum of 25
players. After that, all the others can play in the minors on your FARM
team. The maximum number of players that you can have on your FARM team is
also 25.


The Game lineup consists of the following:

at least 3 centres
at least 3 left wingers (lw)
at least 3 right wingers (rw)
at least 6 defensemen
exactly 2 goalies
=============================
equals 17 players of 20 Roster spots

The other 3 remaining spots can be filled with any position, C, LW, RW or
D, and not G!

Players MAY NOT play out of position (a designated LW must play LW on your
Roster) EXCEPT on “special teams” lines (PowerPlay & PenaltyKill). Still,
a forward must be DRESSED as a forward and a defenseman must be DRESSED as
a defenseman.

Note: An exception to this rule is –

Players MAY NOT play out of position (a LW must DRESS & PLAY LW on your
Roster) EXCEPT on “special teams” lines (PowerPlay & PenaltyKill), where a
forward may play defense, and a defenseman may play forward; still, a
forward MUST BE DRESSED as a forward and a defenseman MUST BE DRESSED as a
defenseman. Even while on “special teams” forwards MAY NOT play in a
forward position other than their designated position (LW CANNOT play RW).

You must therefore balance your team accordingly, when considering your
PRO Team, Trades, the Entry Draft, Free Agents, etc. Your PRO Team must
ALWAYS carry the MINIMUM players required to fill a error-free Roster (at
least 3 C’s, 3 LW’s, 3 RW’s, 6 D’s, 2 G’s, and 3 others of your choice).

Note: An exception to this rule is –

Every team must maintain a MINIMUM of 4 players in every Forwards position
(LW, C, RW), 8 Defenseman, and 3 Goalies within their ENTIRE system (Pro &
Farm Rosters), with any Overall Ratings. For example, you may not,
therefore, make a trade that results in your team having only 3 LW left on
your Rosters. If a team sustains injuries that result in the team having
only 2 playable LW/RW/C’s left on the Roster, or 5 D’s, the team will be
given 4 Game Days to find a replacement player through Trade.

In this event due to injuries / suspensions, where a team does not have a
replacement player of the same position in their system, then a player may
play OUT OF POSITION on an “Emergency Basis” for a maximum of 4 Game
Days. During this time, the team must attempt to trade for a replacement
player in the Position that they are lacking.

If the Team does NOT accomplish trading for a replacement player within
the 4 Game Days, and they are STILL in a injuries / suspensions situation
creating a below minimum players in a position, they shall then be
penalized ONE TC for EVERY GAME they remain short-handed, that they do not
secure a replacement beyond the 4th game. These TC's will be removed
permanently from the Future's table.


At the beginning of each season, FOLLOWING TWHL1, a GM may request 1 (ONE)
change of position to their Roster. For example, if you think that Peter
Nedved, listed on your Roster as a Centre, is just TOO great defensively
to be wasted as a forward, then, BEFORE the season begins, you may ask to
re-designate his position on your Roster from Centre to Defenseman. You
may instead change a Centre to Right Wing, Defenseman to Left Wing, etc.
This may help to balance your team somewhat.

There is an extremely SPECIFIC way to send in your game lineup and line
combinations to the commissioner. Here it is.... (followed by an example)

•	comments in ( ) should be taken out
•	stuff in - - should be replaced by jersey numbers
•	Players are represented by their jersey numbers, please use only ONE
   space between each player regardless of whether the previous
   player's jersey number is one digit or two.
•	there must be 20 players listed in the rosters.

Please note the following important points about creating your line up:

1. Double shifting is not acceptable on Even Strength lines (5on5, 4on4)
2. Double shifting is acceptable on special teams only (PP and PK).
3. Triple shifting is not acceptable on any lines.
4. Players cannot be DRESSED in the line-up at a position other than their
designated position.
5. Forwards must play in position, but can play defense on special teams
only (PP and PK).
6. Defensemen must play in position, but can play offence on special teams
only (PP and PK).
7. In (4on4 – Even Strength) & (4on5 - PK) manpower situations, the
designated “W”inger can be either a LW or a RW.
8. In (4on4 – Even Strength) & (4on5 - PK) manpower situations, there
must be a designated “C” in the 1st position of each line.
9. In (3on5 – PK) manpower situations, the designated “C”entre may be a
player from ANY position.

NOTE: Double shifting may well affect your Season-ending rerates, both
positively, AND negatively! Be very wise in how you go about double
shifting players, if you do. If your players don’t get the Power-play ice
time, they may not get the stats, and it’s the STATS that help to rerate
your players UP ... or down !!!

ANOTHER NOTE: Goalies have a special “number of games” allowed to play
rule. See Section E) GOALIE LIMITATIONS. For the sake of changing Starting
Goalies, you will not have to send in a complete New Roster Lines report;
a simple “For my upcoming game vs. Melbourne, please change my Starting
Goalie to #31, Gump Worsley”, will be accepted.

Players can be sent to the minors (the FARM Team), and of course, recalled
from the minors at any time. This is done manually by the Commissioner, so
all you need to do is give instructions on what moves you want to do:

The Devils-
Send #13, Gilbert Grape to The PRO Team – assign him jersey #11
Send #47, Johnny Depp to The FARM Team – jersey # remains the same

Jersey numbers can change when players are traded, or called up from the
FARM team. It is suggested, however, that you give ALL your players, both
PRO & FARM Teams, individual and permanent jersey #’s. Changing jersey
numbers for players mid-season causes problems with the stat-keeping of
the program, and so will not be accepted. You may ask for a new player’s
jersey # to be changed following a Trade.

Every time there is player movement, you must let the Commissioner know
what number the player is to be assigned! Note: A Goalie’s number cannot
be changed if they have already played a game as it will affect their
stats. The valid range for jersey numbers is 1-99. No two players on the
same team may have the same jersey number at the same time.

It is so important that you BE CAREFUL when preparing your game lineup and
lines. Putting a player’s number in there that hasn't been recalled from
the farm won't work! An extra space won't work! Listing an injured player
won't work! When your lines come up "invalid," the Commissioner will let
the computer pick your lines for you. This may not be best for your team,
by a long shot!

While on the FARM Team:

Only SKATERS with OVERALL RATINGS of less than 72 (8~71) may start the
Season on or be sent to the Farm team. Should a player Auto-rerate (see
below) while on the farm to an OVERALL RATINGS of more than 71, they must
be Promoted to the Pro team.

GOALIES will be Pro-rated by x 1.222 to equal a SKATER's Ratings limits.
This means that a Goalie of 59 or more can not begin the Season or be sent
to the Farm, the same as a 72 or more SKATER.

A player can experience an increase or decrease in his ratings. This is
completely random, and can't be controlled by the Commissioner. It just
happens, and simulates a prospect’s development in the FARM system,
either positive or negative! This is referred to as an Auto-rerate.

In the event that your ENTIRE Roster (Pro and Farm players) has more than
25 players rated more than 71 (the maximum # of players your Pro team can
hold), then players, IN SEQUENCIAL ORDER, starting with any player with an
OVERALL RATINGS of 72 and increasing, may be sent to your Farm team until
you are left with 25 players on your Pro Team.




However, a player with a Pro rating (72+ Overall) that is on the Farm team,
may Auto-rerate DOWN, but MAY NOT Auto-rerate UP. (This effectively creates
a MAXIMUM Auto-rerate to 82 Overall only).

Farm Auto-rerates are random, and cause an "across the board" rerate, either up or down. This means EVERY Ratings category get +1 added to it, or -1 subtracted from it. As Auto-rerates are completely random (as far as anyone has been able to discern), then Farm action can happen ANY TIME, to ANY TEAM, relative to
the following point: !*!*! NEW FOR TWHL12 !*!*! Auto-Rerates may occur during the Playoffs.
These will now be permanent changes to the rosters, carrying over to
the start of the next season. The length of time a player is on your Farm has nothing to do with the ODDS of them Auto-rerating. Of course, the longer a player remains on the Farm the greater the CHANCE that the Random Selection process the HLS2 does will "hit" their name! But because it is random, one team might see 5 guys Auto-rerate positively for them in a season, while another team may not see one! Hopefully, in accordance with this randomness, the whole process "evens out" in the long run for all the teams, as ODDS should eventually prevail... (Hahaha, but it sure doesn't feel that way sometimes!) If in the event that a player’s ratings drop BELOW 1 in 4 or more Ratings Categories while on the FARM team, it will be deemed that player has “failed” to make the grade as a professional hockey player, and will be forced into RETIREMENT. (They may then, in name only & with different Ratings, re-enter the TWHL in the next ENTRY DRAFT).

E) GOALIE LIMITATIONS Long live King Richard!

             
For the purposes of a more life-like scenario, goalies will be limited
in the number of games they may play during the Regular Season.

Note: Goalies may play as many games as a GM sees fit during the Playoffs.

The number of games any one goalie may play during the Regular Season is
based on their Fatigue (Fa) Rating. This is not guided by HLS2, but will
be self-monitored by The Commissioner and GM’s. Any GM allowing
their goalies to play more than the number of games they are allowed to
play, will be subject to a penalty as decided by the TWHL Commissioners on
a case-by-case basis. The limitation is as follows: Goalie’s # of Games FA Rating Allowed 1 10 2 15 3 25 4 30 5 40 6 45 7 55 8 60 9 65 GM’s must decide when to play your best goalie, or when to play the backup! This adds a significant strategy to the game, and GM’s must be aware of keeping quality backups on their roster. For the sake of changing Starting Goalies, you will not have to send in a complete New Roster Lines report; a simple “For my upcoming game vs. Melbourne, please change my Starting Goalie to #31, Gump Worsley” will be accepted. Every team must maintain a MINIMUM of 3 Goalies in their system, with any Overall Ratings. You may not, therefore, make a trade that results in your team having only 2 Goalies left on your Rosters. If a team sustains injuries that result in the team having only 1 playable goalie left on their Rosters (Pro & Farm), the team will be given 4 game days to find a backup through Trade. In the meantime, The Commissioner will contact teams with MORE THAN 3 Goalies in their system, and ask if they’d like to “Emergency Loan” a goalie to the goalieless team, being awarded ONE TC their contribution from the goalieless team’s Future’s Account. This “Emergency Loan” Goalie may ONLY be dressed as a backup, and MAY NOT START any games for the goalieless team. A player from the goalieless team’s STARTING 20 Game Roster will be sent to the Loaning Team for the length of the “Emergency Loan”. This player will be listed on the Loaning team’s Pro Roster, but MAY NOT be dressed for game play. The Loaning Team will be on a “first reply” basis. The first team to reply that they are willing to make the “Emergency Loan” will be accepted. This is to facilitate ASAP the resumption of League games. If the goalie-less team does NOT accomplish trading for a backup goalie within the 4 Game days, and they are STILL in a goalie-less situation due to injuries, they shall then be penalized ONE TC for EVERY GAME that they do not secure a backup beyond the 4th game, to be given to the Loaning team.

F) HISTORICAL SUPERSTARS Mr. Hockey, Eddie Shack!

         
Each team is provided with an HISTORICAL SUPERSTAR. There will be 24 such
players, one for each team. They will be assigned randomly to the Teams
before TWHL1. Because of the nature of their status, their Ratings may be
somewhat higher than the “average” player.

Superstars can ONLY be traded for another Superstar. Each GM must maintain
1 Superstar on their Teams.


Trading of an Historical Superstar (HS) which produces an AUTOMATIC SHAKE (See

Section J: STREAKS & SLUMPS) to your Roster, will be limited to one HS movement
per Season
causing an AUTOMATIC SHAKE. This doesn't mean that you can't move HS's
more than
once a Season, but that your team will be affected with the SHAKE only
once per
Season.

Historical Superstars do not include any Goaltenders. Historical Superstars do not Retire. Historical Superstars do not Rerate. HS's are exempt from rerates, even when a
team has less than 25 players available on their Roster to expose to the end of
season rerates.
Historical Superstars do not become FREE AGENTS. Starting in TWHL7, a rotating HS system began. The lowest scoring Forward and Defenseman HS for the Season will be replaced by NEW HS's (scoring is based on
Pts. per Game average). The new HS's will be randomly drawn from a Pool of HS's
in waiting. The new HS replaces the dropped HS on the same TWHL Franchise. The
dropped HS returns to the Pool, and becomes eligible to return to the TWHL the
following Season (retaining their current Ratings) through the same process.

If there is a TIE for lowest scoring HS's, the tie will be broken in the following manner:
(highest scorer determined by)
1) Most Goals
2) Best +/-
3) Most PP Goals
4) Most SH Goals
5) Least PiM's

If they are STILL tied in all these catagories, the two players are shot for being too bothersome, and both replaced.

G) INJURIES "Ouch! Dat smarts!"

                          
Injuries will happen. When they do, the league will report the player
involved and the length of the injury. It is up to the GM, through PRESS
RELEASES, to detail the nature of the injury (type, how it occurred,
rehabilitation progress, etc.)

An injured player can not be sent to the farm.

You will have to replace the injured player with another player in the
starting roster, as well as in the lines. If you don't, the Commissioner
will allow HLS2 to make up your lines (this may not be PRETTY, so stay on
top of your Roster!)

One Games Missed will be deducted from ALL Injured players during The ALL
STAR TOURNAMENT. The AST is 3 days long, and this simulates additional
healing time occurring during that span.
Example: if a player has 3 INJ days before the AST begins, then once
Regular Season starts again, they will have only 2 INJ days to miss. (This
Rule DOES NOT apply to SUSPENDED players!)

Any injuries that will/have occur/occurred in Regular Season play WILL carry
over into the Playoffs, but WILL NOT carry over to next Season for
teams missing the Playoffs.

H) SUSPENSIONS "Forgive me Father, for I have sinned!"

   
As with injuries, the GM will be responsible for sending in new lines to
replace a Suspended player. If you don't, the Commissioner will allow HLS2
to make up your lines (this may not be PRETTY, so stay on top of your
Roster!)

Suspensions are determined by The Commissioner of Suspensions. A (1) Game
Suspension will be given to any player obtaining more than 15 Penalty
Minutes (PIM’s) in a game.

For every 2 PIM after 16 the player will be suspended 1 more game.

For example: Wayne Gretzky obtains 20 PIM’s in a game; he is suspended for
3 games.

16~17		1 Game
18~19		2 Games
20~21		3 Games
22~23		4 Games
etc.

Suspensions may also be given if a player is injured during a game, and a
player from the opposing team has more than 12 PIM’s, he will be suspended
for half the games the injured player is injured for. This rule reflects a
review for deliberate intent to injure by the suspended player! (If more
than 1 player from the opposing team has more than 12 PIM’s, then the player
with the higher PiM's total will be considered the offending player. If both
(all) players have the same PiM's total, then the Injuries
Commissioner will
randomly select the offending player involved) Note: This type of suspension will be ROUNDED DOWN in the case of an Injured Player being lost to an ODD # of games. For example, if Teemu Selanne is injured for 5 games and an opposing player in that game gets more than 12 PIM’s, the opposing player is then suspended for 2 Games (not 3). These two types of Suspensions are CUMULATIVE, so that: Team “A” player is Injured in a game, the Injury to last 8 Games. Team “B” player receives 18 PIM’s in the same game. The Team “B” player is then Suspended 6 Games (2 games for attaining 18 PIM’s, PLUS 4 games – half the number of games that the Injury was for) Suspensions WILL carry over into the Playoffs, and WILL carry over to NEXT SEASON for teams missing the Playoffs.

I) RATINGS CATEGORIES The GOOD, The BAD, & The UGLY!

      
Each player is giving a list of Ratings in different Categories to
simulate their abilities in any one area. Their “Ttl” Rating may indicate
their OVERALL value to your team, though certain particular Categories may
be more important in developing “role” players (sniper, goon, defensive
forward, etc).

PC	Puck Control  Ability to hold onto the puck, and get a shot on net.
CK	Checking      Ability to backcheck and block shots, play defense.
SH	Shot          Players shot accuracy and goal scoring ability.
Ttl	Total         The sum of all the attributes.

GOALTENDERS:
AG      Aggression    Likeliness to play the puck and cut down the angles.
QK	Quickness     Overall speed. Glove quickness and reaction ability.
PW	Power         Size in goal, strength, & power.
FA	Fatigue       Same as above.
IN	Injury        Save as above.
PN	Penalty       Save as above.
SK	Skating       Ability to move around in his crease, lateral movement.
PA	Passing       Ability to play the puck to his defensemen or forwards.
PC	Puck Control  How well he controls rebounds and gathers the puck.
Ttl	Total         The sum of all the attributes.

Goaltenders are not rated in the CK & SH categories. Therefore, where the
“perfect” player would have a Total Ratings of 99, the “perfect” goalie
would have a Total Ratings of 81. Keep this in mind when Trading or
comparing skaters to goalies.

A general Rule of comparing a Goalie's Ratings with a Skater's Ratings,
is to use the 99/81 Rule, or 1.222 Multiplier:

J) STREAKS AND SLUMPS Today's HERO is Tomorrow's BUM

     
HLS2 has a feature that randomly puts players in either a “streak” or
“slump”, where their Ratings go up or down by 1 or 2 points in every
Category (Qk, Pw, Sh, etc) AT THE SAME TIME, or “Across The Board”.

These are PRETTY SERIOUS changes in ratings! So, use your Streaks & Slumps
wisely when arranging your Rosters / Lines.

Note: A 9 Rating CANNOT increase any higher with a (+) Streak. A 1 Rating
CAN fall to a ZERO Rating with a (-) Slump.

Streaks & Slumps of +2 or -2 are LIMITED to a MAXIMUM of 8 consecutive
Games. Following the 8th Game, they are reset to +1 or -1 respectively.
A player may return to a +2 or -2 rating as many times per season as
naturally occurs, but they may not play consecutive Games on that Streak
or Slump beyond 8 Games. 

Streaks & Slumps are reset to ZERO to begin a new season.

Streaks & Slumps are not used in the ALL-STAR TOURNAMENT.


SHAKES: A SHAKE (A Team Shake-up) has an effect on the streaks and slumps,
but be warned, it's not necessarily a good thing! A SHAKE can have
detrimental effects just as easily as positive ones. A streaking player
may become a slumping player, and vice-versa, or a player may not be
affected at all.

The SHAKE constraints are as follows:


Trading of a player (Skater) with a Total Rating of 80 OR OVER may result in
a Shake-up; Trading of a player (Goalie) with a Total Rating of 70 OR OVER
may result in a Shake-up. Trading players rated lower than these Ratings
does not have an effect.

(this represents the disruption to “team chemistry” trading such highly
skilled players creates).

Only 3 SHAKE's per Team per Season may occur (despite the number of attempts
to get a SHAKE).

Trading of an Historical Superstar (HS) which produces an AUTOMATIC SHAKE

to your Roster, will be limited to one HS movement per Season causing an

AUTOMATIC SHAKE. This doesn't mean that you can't move HS's more than

once a Season, but that your team will be affected with the SHAKE only

once per Season. The potential for a SHAKE to occur is based on the following % Chance: % Chance Player’s Overall of SHAKE Rating 100% Historical Superstar (HS) 90% +90 80% 89~90 70% 87~88 60% 85~86 50% 83~84 40% 80~82 Any 70+ Rated Goalie will result in a 70% Chance of a SHAKE. Only 1 SHAKE may occur per Team from a Trade, even when a Multi-player Trade results in several SHAKE results. Each player in the deal (coming or going) creates a % Chance for the SHAKE. Trading of ANY players during the Pre-season, or Off-season, WILL NOT result in a SHAKE. As well, the firing of a Head Coach MAY result in a SHAKE (this represents the disruption to players, either positively or negatively, towards having their Coach fired, who they may or may not have liked). This is ABOVE the maximum 3 Trade SHAKES allowed by any one Team during a Season. However, only ONE Coaching change may have a chance at affecting the Team. Any subsequent Coaching changes will have no effect.The odds of a SHAKE occurring with the firing of a Head Coach are low (a 20% chance, as determined by The Commissioner) due to the fact that we don’t want teams CONSTANTLY making “Coaching Changes” with the REAL intent on simply attaining a SHAKE. Abuse of this rule (TOO MANY Coaching Changes in a season, as determined by The Commissioner) will not be allowed.

K) RERATES Close the eyes, x the fingers, & GOOD LUCK!

    
During the off-season, immediately following the Playoffs, and BEFORE the
FREE AGENCY period, each GM must submit a list of 25 players for re
evaluation, or Rerates. The team’s remaining players which do not appear
on this list will keep their ratings as they are at the end of the season
for the next season. The GM is free to choose any of their players, either
from the PRO Team and/or FARM Team rosters, to appear on this list. The
rerating process is carried out with HLS2 software and is based on the
performance (Statistics) in the last TWHL REGULAR Season. Generally, the
better a player performs STATISTICALLY during the REGULAR SEASON, the
better chance they have to Rerate UP in categories, and vice-versa.

(NOTE: Rerates in the TWHL ARE NOT tied in any way to the NHL or other
“true life” Professional league performances)

By this method, at team may PROTECT players from the Rerate process, by
keeping them off of their Rerate list of 25 players. But a list of 25
players MUST be submitted; that means that a GM can protect as many
players (PRO or FARM) that they have players available on their FARM team,
substituting players as desired.

For example:

A GM has 25 PRO players, and 6 FARM players. The GM feels that 8 of his
PRO players performed poorly during the Regular Seasons, and is afraid they
will Rerate DOWN. So, when submitting his Rerate List of 25 players, he
can substitute the 6 FARM players for 6 of the 8 PRO players he feels will
go down during Rerates. As he has only 6 FARM players available, he must
take his chances on the 2 remaining PRO players he would have liked to
protect.

As you can see, it is to your advantage to develop a good, well stocked
FARM Team, as the more FARM players you have available, the less worry you
will have about Rerates!

Historical Superstars DO NOT Rerate during this process, and must be
protected against Rerates.

Exception to Number of Available Protection Spots:
Teams that are found to be GM'less at the end of a season will be
allowed to have a minimum number of Protection Spots against
season-ending Rerates equal to the League average of available
Protection Spots.

L) TRAINING CAMP "Looks like the kid's gonna make it!"

    
Team GM’s are given one chance to try and improve the Ratings of players
without the possibility of decreasing the players Ratings. This is done
through the use of “Training Camp” trips (TC’s).

For each Pre-Season, FOLLOWING TWHL1, each Team is given 5 TC’s to use as
training camp trips. The GM can send ANY player from his organization (OTHER
THAN their Historical Superstar; TC's may not be used on HS's
) to training
camp, but keep in mind that the worse player improves more than the better
player, and very good players may not change at all. For a detailed analysis of potential TC results based on overall ratings,
please see the following link (developed by Havana GM Nathan):
TC's Application Results

The TC’s are freely tradable.
In addition to every team receiving 5 TC’s per Season, “bonus” TC’s are given to Teams that fail to make the Playoffs (see, it ain’t ALL bad news!). The Premier Conference non-playoffs teams get 1 bonus TC. The Comeback Conference non-playoffs teams get 2 bonus TC's.

TC’s may be used as soon as The ENTRY DRAFT is over, and before the new Season begins. Any TC’s that are not used by the 1st Game of the next Season, are lost. Use ‘em or lose ‘em!

M) CONTRACTS Signature:

                                .
a) At this time, there are no $Dollar$ values given to contracts. Either a
player is UNDER CONTRACT, or in FREE AGENCY (FA).

b) A FA is any player whose contract has expired.

c) A HISTORICAL SUPERSTAR has an unlimited contract length, therefore
never becomes a FA.

d) All contracts run for 4 seasons. Upon the signing of any player to a
contract, whether resigning a player, signing a FA, or signing an ENTRY
DRAFT pick, that player then plays for the signing team for 4 seasons,
unless:

I) He is involved in TRADES to other teams.

When a player is traded to another team, their contract remains intact
as to the # of seasons left before that player becomes a FA. So, if Pavel
Bure is in the 3rd season of his contract when he is traded to another
team, he is still under contract for the remaining of that season plus one
more season, after which he becomes a FA.

II) He enters RETIREMENT.

When a player retires, his contract rights are “kept” by the team
(franchise) he retires from, in case the player returns from retirement.
So, if Mario Lemieux retires from LOS ANGELES at the end the 2nd season of
his contract, and then comes out of retirement any number of seasons
later, he returns to LOS ANGELES to fulfill the remaining 2 seasons of
his contract. Retired players “Rights”, or Contracts, may be Traded.


 

Starting with the TWHL8 Entry Draft results, a Rookie player drafted into The
TWHL
will minimally play out a full 4 Season Contract before being retired.
This
supercedes regular Retirement Rules.


e) Starting in TWHL6, there will be LIMITS to the number of players allowed under Contract for any one Season. These LIMITS are as follows: I)Teams must maintain a MINIMUM of 4 Players under Contract for any given Season. Retirees (noted upcoming Retirement List players) do not count towards the minimum 4 players needed for each Contract Season.
Penalty: Highest Rated 2 Season Contracts are bumped to 1 Season (FA) Contracts until under the LIMIT. (If this challenges the MINIMUM Limit for 2 Season Contracts, then 3 Season Contracts are dropped one Season to fill in the lack of 2 Season Contracts, etc.) II) Teams may maintain a MAXIMUM of 15 Players under Contract for any given Season. Retirees (noted upcoming Retirement List players) do not count against the maximum 15 players allowed for each Contract Season.
Penalty: Lowest Rated Season of Error (FA) Contracts become UFA's, available to all Non-Playoffs teams on a reverse standings order basis as per request. III) Teams must reach these LIMIT restrictions by The Trading Deadline of that current Season, or be penalized accordingly. IV) ROOKIES are EXEMPT from Contracts Limits. This allows a Team 2 Seasons (Rookie Season and 2nd Season to Trade Deadline) to Trade their way under the Contracts Limits, should Entry Draft Picks send them over the Limit. V) Limits are in place for the Period between the Trading Deadline and until the end of The FA Draft. Therefore, Teams may carry any number of Contracts per Season outside of this Restrictions Period.

N) SALARIES $$$$$$$$$$$$$$$$$$$$$$$$$$$$$

                
There are currently no salaries being used in The TWHL. A form of “salary
cap” is instituted through FREE AGENCY. This choice was made to simplify
the league; we’d rather have many dedicated long running GM’s who have fun
with what we have, than a revolving door or GM’s that are constantly
changing due to complicated rules and too much work to do. Haha, maybe one
day ...

However, for the sake of Press Releases, the current "Salaries" of all players
will be based on their LAST Free Agency Contract signed in the following
calculation:

FAB BID x US$1,000,000.00

If a player passes through the FA process and re-signs with his last
Team, the player's salary reverts back to their previously signed FA
Contract salary. If a player has NEVER signed an FA Contract, then the
player will be accepted to have been signed for a MINIMUM salary of
US$1,000,000.00.

O) FREE AGENCY "Show me THE MONEY!!!"

                    
0 - Each player has been assigned a Contract from 1 to 4 Seasons in length.

1 - Free Agency will be conducted by a On-Line Draft, using “mIrc”, in the same way as the Entry Draft will be held. 2 – Free Agents (FA) are any players ending the Season having just played out a 1 Season Contract. 3 - The FA Draft will be conducted at a reasonable time (usually a Saturday afternoon, Pacific Standard Time) 4 - There are no separate categories for FA’s at this time. [for example, Restricted / Unrestricted / Group “C” / etc.] There is only ONE type of FA. 5 - At the end of each season, ?x? many players will become FA’s. This will depend on their contract status (see: CONTRACTS). A list of these players will be made available from The Free Agency Commissioner by the end of the Regular Season. 6 - A player who enters the Free Agency Draft may be bid on by any
team other than the team he's bacoming a Free Agent from. (In other
words, a team may not bid on their own Free Agents) 7 - Each team starts FA with 10 Free Agency Bid points (FAB’s). These points are NON-TRANFERABLE (they cannot be used as TRADES Material). 8 – Order of the FA Draft is determined by the Reverse Order of Regular Season Standings. The draft occurs BEFORE promotions / demotions, and is seeded
based on: The Comeback Conference, all teams, reverse league regular season standings;
then The Premier Conference, all teams, reverse league regular season standings.
9 – During the FA process: a) Any team can lose a Max of 2 FA's b) Any team can gain a Max of 3 FA’s. c) Any team can lose a Max of 1 Goaltender. d) Any team may MATCH as many BID's as they have FAB's available to do so. 10 – The FA Process is as follows: a) The Bidding Team (BT) may BID on any available FA, using any of the 1 to 10 FAB’s they have available. b) The Player’s Team (PT) that last held the FA under Contract may then chose to either: i] MATCH the BT’s BID, by using as many FAB’s as was BID by the BT, or ii] RELEASE the player to the BT, and therefore not using any of their FAB’s. c) If: i] the PT RELEASES the FA, then the next team in the order chooses to BID or not. ii] the PT MATCHES the offer, then the PT forfeits their NEXT AVAILABLE BID OPPORTUNITY. The BT drops one place on the order of BID's list, behind the NEXT TEAM available to BID. d) If a PREVIOUS BT holds a new position in the order, they BID. A GM has aprox. 3:30 Minutes to BID, RELEASE or MATCH. If a Team does not make a BID within time, they are DROPPED one pick, as per the Rules for having a Selection MATCHed. If a Team does not decide to MATCH/Release on a player that’s been BID on within time, then they AUTOMATICALLY have that player Released. 15 – With this FA Process, we hope to simulate a “salary cap” in the league, as teams have only so much available “cash” (FAB’s) to throw around, signing or resigning “star” players. We also stimulate player movement, but at the same time, if a team wants to keep a “franchise player” forever, they may do so, but at the expense of MATCHing any and all BID's at the end of each contract; on the other hand, if they do this, they limit their own ability to “go after” other available FA’s on the market. Also with this FA process, everyone knows right away who they are losing, and who they are gaining - so subsequent BID's can be made accordingly, right on the spot. ----------------------------------------------------------------- **** VERY IMPORTANT **** Format of List for GM's unable to attend Anyone who doesn't make it to the Draft, loses out! (Unless they can have a REAL DAMN FINE EXCUSE, acceptable to The TWHL Commissioner, AND submit some form of instructions to The Commissioner regarding FA Bids they may have or who they would like to Match offers on, etc ... a little complicated, so the easier way is JUST BE THERE!). NOTE: NOT ATTENDING the FA Draft without a legitimate reason given beforehand is cause for a “STRIKE” against your Franchise privileges! a) For the FA Draft, if a GM !!!MUST!!! miss the Draft, they'll have to send in a list of their Team’s FA players they wish to try and match or release, and a list of other Team’s FA players they wish to try and sign, in this manner: 1) Your Team’s Team's FA's (List ALL your Team’s FA’s, in 2 Categories, either MATCH or RELEASE, as such: TOKYO FA’S: MATCH on a BID of LESS THAN “??” FAB’s: TOK - H. Sedin 5 (FAB’s) TOK - Puppa 3 TOK - P. Turgeon 7 TOKYO FA’S: RELEASE (these players will be RELEASED on ANY BID: TOK - Sim TOK - D. Sedin TOK - Amonte etc... 2) A List of other Team’s FA’s you wish to BID on, if available, as such: BID on these players, “??” FAB’s, if available, in this order: MON - Hejduk 6 (FAB’s) CAI - Yelle 2 TAI - Klemm 1 etc... Be SURE to List the FA’s original Team! Please send in your Lists EXACTLY as the above format indicates! There is much confusion with poorly created Lists, and if I receive Lists that are not in the above format, I will simply not bother using them! P) RETIREMENT "Hang 'em up, already, ya bum!"

Just like in real life, players Retire from the TWHL. In most cases, Retired players are removed from the league BEFORE the Rerate process. A player not playing in an "eligible league" (as detailed below) is considered

Retired if he/she is away from active competition for 1 full REAL TIME hockey

season, OR has ANNOUNCED their Retirement publicly.

NOTE THE FOLLOWING EXCEPTION:
If a player suffers a long-term injury, but does not officially retire, they will be eligible to play in one TWHL season longer than they would
have had they simply stopped playing in an eligible league.

As its reference source for determining the qualification of a player being Retired or not, The TWHL will use: http://www.hockeydb.com/ Secondary sources, at The Commissioner’s discretion, will be: http://www.forecaster.ca/thestar/hockey/playerindex.cgi as well as: http://www.eurohockey.net/transfers/ **** Keep in mind who may be retiring from your Roster! It would be quite the surprise when you enter the new season with only 16 players on your Roster because all those 40 year-olds you’ve been stockpiling decided to call it quits! **** When a player retires, his CONTRACT rights are “kept” by the team (franchise) he retires from, in case the player returns from retirement. So, if Mario Lemieux retires from LOS ANGELES at the end the 2nd season of his contract, and then comes out of retirement any number of seasons later, he returns to LOS ANGELES to fulfill the remaining 2 seasons of his contract. He will rejoin his team IMMEDIATELY, even in Mid-season, following the 1st Game played in an ELIGIBLE League as described above. These Contract Rights are freely Tradable. If in the event that a player’s ratings drop BELOW 1 in 4 or more Ratings Categories while on the FARM team, it will be deemed that player has “failed” to make the grade as a professional hockey player, and will be forced into RETIREMENT. (They may then, in name only & with different Ratings, re-enter the TWHL in the next ENTRY DRAFT). Any Contract Rights for these players are LOST by the Franchise they Retire from. A new Retirement List will be posted sometime towards the end of the Regular Season. These players will be removed from League Rosters following the Playoffs, unless the players return to active REAL LIFE duty in one of the above designated Leagues in the meantime. Only North American based Leagues (including underage leagues) are "Eligible Leagues", as specified in the Rules. **NOTE**: The only time a player may be playing in Europe more than 1 NHL Season AWAY from North America and still be eligible to play in The TWHL is in the case of "DRAFTED PLAYERS" Group (see below) NOTE: If a GM can find and provide SATISFACTORY PROOF to The Retirement Commissioner that their player is STILL ACTIVE in one of the required Professional Leagues, then The Commissioner will reconsider their Retirement. Current “Groups” of the TWHL Retiree List include: AUTOMATIC RETIREMENTS these players will RETIRE from The TWHL following the current TWHL Season (BEFORE Rerates). Any NHL Public Retirement Announcements will join this Group immediately. Also, any player that Publicly announces their Retirement during a TWHL Offseason will also automatically Retire from The TWHL during that Offseason. Once a new TWHL Season starts, ALL PLAYERS ARE SAFE for that season, unless they are "CONDITIONAL RETIREMENTS Group I", which is a special Group allowing Retirement to occur Mid-TWHL Season, as well as Automatic Farm Retirements, as described above. CONDITIONAL RETIREMENTS Group I these players have until the beginning of the next NHL Regular Season to re-appear in an eligible League. If they do not, they will be RETIRED from The TWHL immediately at that point, even if The TWHL is in Mid-season (call it a Career Ending Injury!). CONDITIONAL RETIREMENTS Group II these players have until the end of the current TWHL Season to re-appear in an eligible League - if they do not, they will RETIRE from The TWHL following the end of the current TWHL Season, BEFORE Rerates. PENDING CONDITIONAL RETIREMENTS Group II these players have until the end of the following TWHL Season to re- appear in an eligible League - if they do not, they will RETIRE from The TWHL at the end of the following TWHL Season, BEFORE Rerates. (for example, if we are currently in TWHL2, then these players will Retire at the end of TWHL3). CONDITIONAL RETIREMENTS Group III any NHL players who publicly announce a "hold-out" on their teams, will be suspended from TWHL play following the current TWHL Season’s Rerates, if they haven't signed by then. They are then eligible to rejoin their TWHL Team immediately following their 1st game in an eligible League, even if the TWHL is in Mid-season. DRAFTED PLAYERS players will have 3 calendar years from their NHL Entry Draft season to reach an eligible North American League to remain eligible to play in The TWHL. If they do not reach an eligible League before that time, they will be RETIRED from The TWHL. TWHL Teams will retain their rights (with the LAST contract status of that player), in case they reach an eligible North American League AFTER that time, and they will be allowed to re-join their TWHL Team at the beginning of the NEXT TWHL Season. (Keep in mind that this means THE FIRST TIME they appear in an eligible North American League, they are waived from this Group. So, if a "Nikita Alexeev" for instance RETURNS to Europe for conditioning, training, experience, etc., he WILL NOT fall into this Group, as he's already appeared in at least 1 Game in an eligible N.A. League).

Q) TRADES Joey Mullen for 2004 2nd Rnder

                  
Trading can be one of the most enjoyable aspects of Fantasy Hockey.
However, ???trading ONLY for the sake of trading??? DOES NOT make the
League any better! GM’s should analyze all trades with extreme
consideration to the long term well-being of their Teams!!! (and to some
extent, even The League).

NOTE: GM’s must respond to all trade inquiries ASAP - all offers must
receive a response. This is just common courtesy. If a GM feels they are
being “harassed” by another GM who has already been turned down with a
reply 25 times!!!, they may make a complaint to The Commissioner, who will
look into the situation.

Basically, you may do anything you want for trades, but there are a few
rules that have to be followed:

1. Trades may ONLY involve players, Draft Picks, Coaches, Historical
Superstars, Training Camp Points, Contract Rights of Retired Players,
Wives (Girlfriends are not considered “Under Contract”), Bags-of-beer, or
operational farm machinery (or just about anything else that wants to be
considered, and is not disallowed by these Rules)

2. Trades may consist of any number of players/commodities in any
combination, as long as the minimum 20 players Roster is kept by each GM,
and the minimum # of players per position is maintained; see Section D)
ROSTERS. Some Trades may be REVIEWED by The Trades Review Board as per the
conditions listed below.

4. GM’s have the responsibility to provide themselves all information
necessary to analyze a trade. This includes the injury and suspension
status of all players involved, or potential Retirement status, etc. (If a
GM trades for an Injured player, without realizing it, it is their own
fault!) Once a trade is finalized by the league offices, it is assumed
that all GM's have full knowledge of the status of all players involved in
the transaction.

However, it makes the process MUCH MORE FRIENDLY, and easier to
understand, if the following format is used when discussing trades:

This makes it easier for everyone to follow what's going on. It's a real
pain when a GM sends an offer saying "I'll give you Blake for Hamrlik" and
you have no idea what the ratings are. GM’s stand a much better chance of
getting a positive reply to their Trade offer if they include the ratings
& status of the players involved.

5. Both GM’s must confirm any Trade with the Trades Commissioner. That
means that the Trade doesn't go into effect until both GM’s confirmations
have been received, reviewed, and a posting of the Trade has been sent to
the League Mailing List.

6. The trading of FUTURE Draft Picks and/or Training Camp Points (TC’s) is
limited to 3 seasons into the future. (+3 to the current season to
determine the farthest into the future that you can trade a Pick or TC’s).
 
A "new" season will officially start immediately FOLLOWING the Entry Draft
for that particular season.

For example: If the current season is TWHL3, then a GM may trade their
TWHL6 1st Rnd Draft pick, but NOT their TWHL7 picks. They must wait until
AFTER the next Entry Draft (the TWHL3 Entry Draft, which concludes TWHL3)
before using any TWHL7 commodities.

7. When a player is involved in TRADES to another team, their contract
remains intact as to the # of seasons left before that player becomes a
FA. So, if Pavel Bure is in the 3rd season of his contract when he is
traded to another team, he is still under contract for the remaining of
that season plus one more season, after which he becomes a FA.

8. A HISTORICAL SUPERSTAR can ONLY be traded for another HISTORICAL
SUPERSTAR. (They can, however, be included in a package deal – 3 players
for 2 players, etc - as long as both teams are including their Superstar
in the deal). In other words, every Team must maintain ONE Superstar on
their Roster at all times.

9. There will be a Regular Season Trading Deadline imposed, falling
approximately at the Games Day 60 point of the season.

10. No further Trading will be allowed following The Regular Season
Trading Deadline until AFTER the Free Agency Draft in the Off-season.

11. Following a Trade, new players are SENT to whatever “league” they were
playing in, unless otherwise specified by the GM. So if Team A Trades a
FARM Team player to Team B, that player will be sent to Team B's FARM
Team. If the player played on Team A's PRO Team they would be sent to Team
B's PRO team; etc.

12. You may Trade “Future Considerations” or, “Conditions”. However,
conditions must acceptable to the Commissioner. Futures must also be dealt
with ASAP. This may occur when a Trade is contingent on a player’s or
team’s performance, etc. If a “Conditions” Trade is not dealt with in a
reasonable time after the conditions have been met, The Commissioner will
impose an arbitrary settlement to complete the Trade. This MAY not be in
the best interest of either club, so don’t be tardy!

13. Players cannot be loaned to another Team – in other words, if The
Commissioner sees a Trade where a player is sent back and forth between
two teams, and considers it suspicious, he may nullify the return Trade.

14. Trading of ANY players during the Pre-season, or Off-season, WILL NOT
result in a SHAKE; see Section J) STREAKS & SLUMPS.

15. The Commissioner reserves the right to reject any trade that is wildly
one-sided, or is determined detrimental to the long term well-being of The
TWHL.

16. All Teams will be allowed an OPEN TRADING status (within the Trades
Review guidelines below)

17. TWHL Trades Reviews

The current TWHL6 Trades Commissioner, until further notice, is

Trades
Review will consist of 1 Reviewer from each Division, AND The League Commissioner. Review Board Members are GM's decided at the discetion of The Trades Commissioner. Generally, he will use the most senior and active GM's in The League for the best and most fair possible reviews. The TWHL Commissioner David Easton will always be on the Review Board as the 5th Vote in the process. Therefore, 5 Votes will be cast, and a total vote count of three or more “Accept”’s will confirm the Trade. Trades Review GM's are obliged to send a REASON for their Accepting or Declining of all Trades with each vote. Accept (the deal is FAIR ENOUGH to be accepted without undue damage to the “long term well being” of either: the teams involved in the Trade, or The TWHL) -OR- Decline (the deal is UNFAIR ENOUGH to be declined, as it poses undue damage to the “long term well being” of either: the teams involved in the Trade, or The TWHL) The GM's involved in having their deal sent on to a Trades Review may send a SHORT statement of their expectations of the Trade results to Trade Review for consideration during Review. In almost all cases, as according to the set Automatic Trade Review Guidelines GM’s will KNOW when a Trade is going to be Reviewed, the GM’s are expected to send their explanation WITH their Trade Confirmation to The Trades Commissioner, if they so wish. Please keep these exlanations SHORT and to the point. It will be TOO LATE to send in an explanation for a Trade that has already been reviewed and confirmed “Declined”. Here are the REQUIREMENTS for a Trade Review: 1) A 1 Season (including FULL OFF-SEASON) Period of Trades Reviews for any Trade involving a TWHL Rookie GM, previous HLS2 experience or not. Also, a 3 weeks of games Restriction to ANY TRADING, as they become familiar with The TWHL (this restriction may be EXTENDED should the new GM not show or prove an understanding of the game to The Commissioner). 2) The Automatic Review of any Trade: involving more than 6 Players/Draft Picks added between BOTH teams. -or- involving more than TWO 1st Round Draft Picks from any 1 team involved. -or- involving 5 or more TC's from any 1 team involved. *** There will be no appeal process to the decisions of a Trades Review.

R) ENTRY DRAFT "Montreal choose Doug Wickenhieser #1 !!!"

The Trans-World Minor Hockey League is used to provide the Draft eligible
players available in The Entry Draft. Their ratings are created initially
when they enter The TWMHL, and are then seasonally Rerated based on the
player's performances during their TWMHL play. Player's Draft Seasons are
noted by a number tacked onto their name in the TWMHL Rosters, for example:


Frodo Baggins8 (eligible for The TWHL8 Entry Draft)
Fred Flintstone9 (eligible for The TWHL9 Entry Draft)
etc...

During the Off-season, there will be a 2 round Entry Draft, of 24 players taken in

each Rnd. The number of Draft eligible players will vary based on Prospects created

for The TWMHL. Some poor kids are just not gonna make it to the big time! Any

Prospects that are not Drafted will return to the TWMHL to become eligible for

future Drafts.

 

An Official Entry Draft List of the players available for this draft will be made

and posted before the end of the Regular Season. The List will be composed primarily

of players taken in the 1st 5 Rnds of recent year’s NHL Entry Drafts, & some older

“veterans” who are still playing in one of the eligible REAL LIFE Pro Leagues (See:

RETIREMENTS), but are not currently playing in The TWHL, may also be included.

All TWMHL Prospects who would be on Retirement Lists as soon as they are drafted,

will be struck from the draft list before they are drafted. Meaning ie "Joe Blow"

will continue to play in the TWMHL until he was supposed to come into the TWHL draft,

then be deleted from all Prospect Lists if he hasn't returned to an eligible league.


Starting with the TWHL8 Entry Draft results, a Rookie player drafted into The
TWHL
will minimally play out a full 4 Season Contract before being retired.
This
supercedes regular Retirement Rules.

ALL TWMHL PLAYERS who would be in a retirement situation as soon as
they were drafted will be struck from the entry draft list before the
draft. Meaning ie "Joe Blow" will continue to play in the TWMHL until
he is scheduled to come into the TWHL Entry Draft, then be deleted from
all files if he is currently in a retirement situation.

The draft occurs BEFORE promotions / demotions, and the order of selection for the
draft
is: The Comeback Conference, all teams, reverse league regular season standings;
then The Premier Conference, all teams, reverse league regular season standings.

At this time, no “Lottery” format is in place. The Entry Draft will be conducted LIVE

at a reasonable time (usually a Saturday afternoon) using mIrc.

*** BUT BE WARNED! ENTRY DRAFTS WILL NOT ALWAYS BE SUPER-DRAFTS! There WILL be

low Rated Drafts, High Rated Drafts, Average Drafts, unbalanced Drafts (More LW’s

than RW’s, etc). I really don’t believe that we can expect to be able to predict

The Entry Draft, thus I don’t want to go about GUARANTEEING there will be: 3- 79

Rated Players / 2- 78 Rated Players / 6- 77~75 Rated Players, etc... for EVERY Draft.

The numbers WILL change.

*!*!* IF UNABLE TO ATTEND LIVE *!*!*

If you cannot attend the Entry Draft, a detailed list MUST be sent to the League

(or a fellow GM who will represent the team at the live draft, with a COPY to the

League). The list must prioritize the players, from 1st pick overall to the last

pick your team has in the Draft (for example, if a team's final Draft Pick is the

6th overall pick in Round 2, you must provide a list of 30 players prioritized

from 1 to 30).

S) ALL-STAR TOURNAMENT *!*!*!*!*!*!*!*!*!*!*!*!*!*!*


Starting in TWHL12, 4 Divisional play will end. However, for the sake of
The AST, we will continue to battle for the championship of The AST the
same way as always, by using geographically based teams. So, for the purpose
of this, we record the divisional makeup as follows:

The Ali Division:
Montreal, New York, Toronto, Chicago, Vancouver, Los Angeles

The Pele Division:
Mexico City, Cairo, Santiago, Cape Town, Rio de Janeiro, Havana

The Borg Division:
Stockholm, London, Moscow, Rome, Prague, Berlin

The Lee Division:
Taipei, Singapore, Melbourne, Hong Kong, Calcutta, Tokyo


The All Star Tournament (AST) format was created by myself, David Easton, and has been adopted by several Fantasy Hockey Leagues around the Internet. It tries to allow every GM somewhat equal representation and involvement. It allows all the Teams to have several players in the games, each GM to choose who those players will be, and promotes inter-divisional rivalries. I hope you enjoy the idea! ******************************************** All Star Tournament (AST) Rules & Guidelines ******************************************** * Format: A round-robin home & home series between the 4 divisions. Each team plays 6 Games - each div. twice, 1 home & 1 away. The AST is played over 3 days, with each team playing 2 Games per day. This AST Break will occure following Games Day 55. The Divisional Team with the best record WINS The AST! (point record ties are broken by the same rules used in TWHL Season ending ties) Each day 4 games are played. (for example) Day 1: ALI @ LEE BORG @ PELE LEE @ PELE BORG @ ALI Day 2: PELE @ LEE ALI @ BORG PELE @ ALI LEE @ BORG Day 3: ALI @ PELE BORG @ LEE PELE @ BORG LEE @ ALI Day 2 will also feature a !!! Superskills Competition !!! (see below) If after a 5 Min. Sudden Death Overtime results in no winner, then ties will be allowed. * Player Submission Details: Each Team’s GM in The TWHL is required to submit 3 players (non-goalies) to represent their team at AST. (If possible, submit 2 Forwards and 1 D-man. This makes it easier for the Coaches to fill out the Lines) (3 players x 6 teams = 18 player roster) These players MAY NOT be on the injured list PRIOR to the Series. In all other respects, injuries do not interact between AST and the Regular Season. There will be no injuries during AST. In the event of an injury during regular season play occurring between the Submission Deadline and AST, an emergency replacement will be chosen from the injured player's Regular Season team by the AST Divisional Manager. One Games Missed will be deducted from ALL Regular Season Injured players during The ALL STAR TOURNAMENT. The AST is 3 days long, and this simulates additional healing time occurring during that span. Example: if a player has 3 INJ days before the AST begins, then once Regular Season starts again, they will have only 2 INJ days to miss. (This Rule DOES NOT apply to SUSPENDED players!) Suspended players MAY participate in The AST. Two goaltenders will be chosen by The Divisional Managers from teams within their Divisions, and also submitted by the same deadline. Players submitted must currently be on your Pro Team Roster to be eligible to play. PLEASE MAKE THE CANDIDATES WORTHY. Players are assigned Jersey #'s on a 1st Come 1st Served basis. If a player is submitted whose Jersey # is already taken, they will be assigned by the AST Secretary the next closest (up or down) Jersey # available. All Submissions are made to The AST Commissioner. Submission of players is MANDATORY for all teams. Failure to submit your AST players is subject to a Penalty as determined by The Commissioner, and a “strike” – remember, 3 “strikes”, and you’re out! Deadline for Player Submissions: TBA (Generally, this is one week before the AST) * The TWHL AST Commissioner is currently Rome GM Chad. * Streaks & Slumps will not be used in The AST * Injuries will not occur during the AST * The AST Divisional Managers / Coaches will be: GM / Coach of Team Leading (Best Win %) Their Divisions as of the completion of Games Day 50. An Assistant Coach will be from 2nd place team according to above guidelines. For The ALI Division – GM: Head Coach: Assistant Coach: For The PELE Division – GM: Head Coach: Assistant Coach: For The BORG Division – GM: Head Coach: Assistant Coach: For The LEE Division – GM: Head Coach: Assistant Coach: (Now, get along, boys!) GM's & Coaches are assigned as recognition of their team's achievements in the Divisional Standings. Consultation between Head & Assistant Coaches (GM’s) regarding lineups, etc. is encouraged, and in the interests of good gamesmanship, expected. But all final decisions are the Head Coach's. * Rosters: The rosters (20 players from each Division) will be published ASAP so as to afford ample time for the Coaches to decide lines for each game. * Divisional Managers Responsibilities: You will have 20 players on your rosters. Each skater MUST be played on a Top 3 Lines in at least 3 games. Each goaltender MUST play 3 games each. Coaches will NEVER double/triple shift ANY player, and the lines would be published for verification. This means EVEN on SPECIALTY TEAMS, NO DOUBLE SHIFTING. A Coach may use the same player for 5 on 5, 4 on 4, PP, PK, as he sees fit, but again, NEVER double/triple shifting ANY player during a specific duty. Any roster submitted at game time that does not fit these regulations, will then be adjusted arbitrarily by The Commissioner or AST Secretary to fit the criteria. Due to over submissions in a given Position (RW, C, D, etc), Coaches MAY dress players "out-of-position" for the AST. * !!! Superskills Competition !!! The TWHL AST !!!SUPER-SKILLS Competition!!! (inspired by new London GM Ryan) There are 7 Categories for Skaters, and 2 Categories for Goaltenders. A player may ONLY participate and challenge in ONE CATEGORY. Each Division will provide ONE PLAYER to participate in EACH CATEGORY. These players will be chosen by The Divisional Assistant Coaches, through their GM’s offices. Assistant Coaches: Please submit your AST !!!SUPER-SKILLS Competition!!! skaters ASAP, one for EACH category. The catagories are as follows; choose wisely! Skaters: Hardest Shot – Skaters will have their Shot, from a stationary position, clocked by a RCMP Radar Gun, and measured in pica-metres per nano-second. Winners will have to take a breathalizer test as well, with points being deducted for not showing signs of a Swedish beer brand on your breath. Bonus points awarded for breaking a pane of end-glass! Shooting Accuracy - Skaters will attempt, from a stationary position at the slot hash-marks, to hit 7 targets, 4 "Showdown" targets, (1 each at the post/crossbar/ice corners), the goalies water bottle, the mini-cam inside the net, and a picture of Brian Mulroney signing The NAFTA Agreement pasted to the end-boards. Fastest Skater – Skaters will be asked, from a standing stationary starting position, to borrow $3.00 from the Timekeeper, skate 2 times around the rink, come to a full stop at a makeshift "Falaf-a-lot" Falafel & Milk Tea stand, shake hands with either League Disciplinarian Marty McSorely or TWHL great Kevin Hatcher, purchase their choice of milk-tea or falafel, and return to their starting line to a stationary halt. They must also return the correct $change$ to the Timekeeper. Bonus points are awarded for players who finish their falafel before reaching the finish! Break-away Shoot-out – Skaters will start from a stationary position at the defending blueline, pick up the puck in stride at centre ice, and attempt to score on a randomly selected AST Goalie. Goalies will not be allowed pucking in their 5-holes. Points are deducted for fanning on the puck. Entertainment Bonus Points are awarded for falling on your fanny! Beating The D-man – (Defenseman's 2 on 1 Drill) 2 randomly selected AST forwards will start at a stationary position at the defending blueline with the puck, while the D-man Skater starts at centre ice. The D-man must try to keep the Forwards from shooting and hitting a Shooting Accuracy target in the net for 10 Seconds or 5 shots on target or until D-man calls “Uncle”. Calling for
most other relatives will result in points being deducted. Calling for your mommy will
result in automatic ellimination. Calling for your sister will result in being asked to
see League Disciplinarian Marty McSorely in a private locker room for the beating of
your life! Scrap Heap - (Boxing Competition) Players will compete in an Elimination playoff, first to land on the ice with a knee or bum is eliminated. Conference Divisional fights in 1st Round, Conference Finalists challenge for AST Heavy Weight Title in 2nd Round. Use of aluminum foil is discouraged, but not illegal. On-The-"Fly" Passing – Skaters will start from a stationary position at the defending goal line, and breakout to the other end of the rink. Skaters are paired randomly, and combined must attempt 6 passes to each other before passing the offensive goal line. Number of successful passes, as well as a count of how many of the "flies" glued to the skater’s stick blades were squashed, determines winner. Successfully passing to a picture of Jeff Goldblum taped to your stick blade will not result in Bonus Points. Goalies: Break-away Saves - Goalies must attempt stopping break-away shots, where randomly selected AST Skaters will attempt to score in the manner described above in the Break-away Shoot-out competition. Skaters must release their shots on goal within 5 seconds of picking up the puck at centre ice, or else face the humiliation of having their hockey pants pulled down by one of the many TWHL Team Mascots that will be attending the AST. Bonus Points are awarded if the player is wearing woman's underwear. Points are deducted if the player is not wearing a jock! One-timer Saves - Goalies will attempt to randomly stop one-timers by randomly selected AST Skaters, with random pucks being randomly passed to the skater from behind either side of the net, or from either corner. Breaking a Goaltender’s mask with a shot will award a Skater a bonus 100 AST Play-points, redeemable for AST Merchandise at League Sanctioned booths located around the concourse of the Host Arena... though officially, skaters are not even being judged in this event! * AST MVP Award There will be an award for All Star MVP (The AST 'King David' Award). This will be VOTED upon by ALL GM's, one vote for one player only, from all players involved, the vote to be submitted within two days of the last game played, to the appointed AST Secretary. This WOULD NOT be a league "REQUIREMENT" (as for some GM's the shortness of time might create difficulty) but participation would be expected and hoped for. In the event of a tie in voting, the player with the better offensive statistics would receive the award, as broken down: Most Points / Most Goals / Best (+/-) / (if still tied, then) Co-Winners. If a goalie ties with a skater for MVP, then they are awarded as Co-Winners. The AST “King” Award winner will also receive a BRAND NEW LADDA! T) AWARDS Most Gentlemanly Player: Dave Schultz

With the new two-tier conference system starting TWHL12, the following applies:

Regarding league end of season hardware, stats-based awards, like the Art Ross Trophy or Tony Tanti Ashtray, will be awarded based on the overall Standings page, whether the league leader is a player from either Conference; if they have the most GWG's they win the Aurel Joliat Citation, etc., and are awarded one Bonus Ratings Point accordingly, which does not change. The awards based on end of season voting will be open to all players from both Conferences.

The following trophies will be awarded based on voting by ALL GM's at the
end of the REGULAR Season (voting will occur in the 1st two rounds of the
Playoffs, but the results will not be announced until The Playoffs FINALS

A Player will be considered for Rookie honours in their ENTRY DRAFT Season only, whether they play any PRO Team games or not. All WINNERS of ANY Trophy will result in the Awarding of Bonus ratings
point increase !!! - If the Award won is for a Player’s performance (Ex: Selke Trophy), then that player will increase 1 Ratings Point in a Random Category, as determined by The Commissioner. - If the Award is won by a Team’s performance (Ex: President’s Trophy), or by a Managerial performance (Ex: Peter Parker Award), then the Team will receive 1 TC Bonus point. Note: This may be seen as a way that the “rich get richer”, but let’s face it! Receiving a League Award DOES make a great player even greater. They gain confidence in themselves, trust from teammates, and respect from the opposition. Beyond this, the incentive BONUS program helps to bring some real excitement to scoring and other statistical races, overall standings, players performances, etc. To be honest, many of these “stats” are boring (Most 1st Goals ??? Who cares ???) But by awarding Bonus TC’s, it makes following the season stats a lot more interesting, and also gives Team’s Press Secretaries something else to write about! One other point to remember is that, with STREAKS & SLUMPS, these players will not be the same every season, or from only the BEST teams! We will have some REAL surprises!!! Failure by a GM to vote on any Awards they may be responsible for, will result in a “strike” against them – remember, 3 “strikes”, and you’re OUT! So, get your votes in on time!

U) TWHL HALL OF FAME Membership is a PRIVILEGE!

        
Entry into the TWHL Hall of Fame is indeed a privilege! At the end of each
Season, Players/Coaches/GM’s/Owners/Press Reporters/and anyone else who
may be seen fit for these hallowed halls, may be nominated to be included
into the TWHL Hall of Fame.

The Hall Of Fame Commissioner organizes and tallies nominations and votes.

To be nominated:

A GM or Owner must have at least a winning record (.501 Win%) during their
career participation in the TWHL, and have been in the TWHL for at least 3
full seasons; or if a GM or Owner has won a Trans-World Cup.

A Coach must have at least a winning record (.501 Win%) during their
career participation in the TWHL, and have been in the TWHL for at least 2
full seasons; or if a Coach has won a Trans-World Cup.

A player (skater) with 400(+) TWHL points, and be retired from the TWHL
for at least 2 seasons.

A player (goalie) with a career save percentage of .890(+) and 200(+)
games played and at least a winning record (.501 Win%), and be retired
from the TWHL for at least 2 seasons.

A Press Reporter that has shown a continuous diligence to their duties,
and made the TWHL more fun!

Any other person/entity that contributed in an outstanding manner to
making the TWHL a better place to be!

Based on the above criteria, during the Off-season, any GM may contribute
a nomination to The Hall Of Fame Commissioner. A ballot is then created,
and a vote by ALL the GM’s takes place. The vote will be conducted
following all other Off-season League matters, during Pre-season “training
camp”.

Each nomination is considered by GM’s placing a simple YES or NO beside
that nomination on the ballot.

A nomination would then be required to get 75% of the YES votes (at least
18 of the 24 GM’s) to be inducted into The TWHL Hall Of Fame. This is
SERIOUS business!!! Do not vote lightly – be sure the nomination is
worthy.

In the instance that NEW (Rookie) GM's are in the League, a pro-rated
number of Votes will be required (75% of the Veteran GM's available to
Vote).

A nominee may be eligible for future nominations if they are not able to
get into the HOF on their 1st try. The exception to this Rule is if a
nominee fails to register a 50%+ total in balloting; in this case, they
will not be eligible for further nominations, UNLESS they consequently
contribute in a significant way (as judged by the Commissioner) towards
the TWHL.

V) DISPUTE RESOLUTION / ARBITRATOR Play nice, boys!

     
When two or more Teams are in dispute over some matter, like a trade, and
these rules do not cover the matter in dispute, the league will use the
following procedure for the resolution of the problem:

3. The Commissioner will ask an anonymous franchise Owner to act as an
Arbitrator with the Teams in dispute.
4. Each Team will submit it's case or concern to the Commissioner,
providing details & proof as necessary.
5. The Commissioner will communicate the relevant facts to the Arbitrator
and give the Arbitrator a list of possible solutions.
6. The Arbitrator will then make a decision and communicate it to the
Commissioner without having to offer any justification for their decision.
7. The Commissioner will then communicate the decision, which is final and
not subject to further negotiations, to the Teams in dispute.

It is hoped that in this way, the Commissioner is not seen so much as a
“Supreme Dictator”. However, for the long term well-being of The TWHL, The
Commissioner reserves the right to supercede ANY rule in this text!
Hopefully, this should never happen.

W) USE OF JEWELRY "Where are you, precious?"


          
There will be NO use of Elvin Rings allowed in The TWHL.

*** This Rule has come into particular attention since the Film debut of
“The Lord Of The Rings: The Fellowship of The Ring” ***, though has been
in effect since TWHL1.
